In order to maintain a group gathering of fewer than 10 people as requested by Governor Greg Abbott, Big Spring City Council members were allowed to attend the meeting by telecommunication. Big Spring Mayor Shannon Thomason and Jim DePauw were in physical attendance and council members Camilla Strande, Gloria McDonald, Raul Marquez, and Doug Hartman, and Terry McDaniel joined by teleconference.

During the discussion of Consent Items, Councilman DePauw, District 6, asked why the second reading of the Airpark project was not on the agenda. Mayor Thomason advised that he had removed the second reading regarding the Airpark on Friday before the agenda was published. Later, during Council Input, DePauw referenced the second reading not being on the agenda. He also spoke on the importance and impact that the Airpark Road project could have on the community. DePauw mentioned that there would be a special meeting on Thursday at 5:30 PM regarding the issue.

During New Business, a Resolution of a Declaration of Public Health Disaster for the City of Big Spring, Texas and a Resolution amending Chapter VIII of the City of Big Spring Personnel Policies and Procedures by adding a new section 11 entitled “Emergency/Disaster Employee and Working Conditions Designation; Telecommuting and Leave; and Exceptional Conditions Paid Leave were not unanimously voted on as emergencies. Both resolutions, however, were passed in a first reading and will be sent for second reading.
